Virginia Horse Betting Rules
For most of the 2010s, Virginia horse betting wasn’t occurring. It was technically legal, but disputes between the Virginia Racing Commission and local tracks put a hold on any kind of racing.
In 2013, disputes between track owners and horsemen led to a lack of races. Later, Colonial Downs attempted to re-apply for race dates in 2015, but were denied by the Virginia Racing Commission. This led to a massive die-off of the horse betting industry, with track-affiliated betting locations closing soon after.

Virginia Horse Racing Tracks
Colonial Downs re-opened after being purchased by Chicago-based Revolutionary Racing, and offered its first races under new ownership in 2019. Shenandoah Downs offered a nearly-full season of harness racing in 2019 and expects to do the same in 2020.
With the November 2019 general election, several municipalities have elected to allow pari-mutuel gambling at “satellite facilities”, which means more OTBs are going to be able to open.
Hopefully, this new revival of horse racing in Old Dominion may lead to more live horse races in the state.
